ACTUAL PROBLEMS OF ECONOMICS

Abstract
The author analyses problems, methodological guidelines and milestones of the government fiscal policy development. It also discusses the principles presented in the Tax and Budget codes of the Russian Federation. A new set of principles is proposed: counting of borders for effective applicability decisions, system definition of objectives and instrumental operationability, multicriteria analysis of costs and benefits, a mixed strategy, alignment of economic competition and people living conditions. The basic steps designing effective fiscal decisions presented.

Abstract
In the methods of economic valuation of natural resources are classified into economic and sociological. One important feature of economic evaluation is considering the totality of traditional natural resources and the assimilative capacity of the environment as a special kind of natural resources. The author notebi the following directions for use of economic evaluation in the national economy: a fundamental change in taxation principles; improvement of ecological, economic and resource-saving indicators at the macro- and microeconomic levels; the development of a national low-carbon development strategy.

Abstract
In this article, the research problem of local economic development as participatory process is emphasized. Portfolio of household localized credit projects is being considered as an instrument for local development programs, with the local authority as one of the potential stakeholders. The paper presents the results of the pilot survey - structured interviews with the informal community leaders, conducted in October - December 2015. The research findings showed that correspondence exists between the project-related intentions of the respondents, on the one hand, and goals officially declared by the local government as related to local socioeconomic development, on the other hand. These intentions include primarily housing improvements, increase in education level, and starting one’s own business. The analysis of the descriptive statistics suggests that use of credit resources might have a positive effect on the respondents’ intentions to implement the project. The impact of perceived subjective norm is rather high at that, with the increased confidence that the project would be implemented. Availability of local authority’s support as the potential provider of financial and non-financial resources needed for the project delivery affect positively both project-related intentions of the respondents, and expected project outcomes.

Abstract
The main reason of the chronic deficit in the pension system is a complex problem associated with “early” retirement insurance of the insured persons. It is the preservation of the Soviet system of early pensions, that provides the appointment and paying “pension insurance” much earlier than the generally established retirement age, that institutes one of the key factors braking restructuring of the domestic pension system based on insurance principles. The logical consequence of the early retirement saving system is the redistribution of financial resources (premiums and federal transfers) of the pension system for “pensioners on a common basis” in favor of early retirement during the entire period before the generally established age. The importance of the problem of financial security of early pensions recipients becomes acute because of the deepening 2014-2016 fiscal crisis, which required not only strategic, but also the operational FIU budget balancing. The article discusses the current state of early retirement system in terms of impact on the reconstruction of the entire national pension system based on insurance principles. Proposed the options for its reforming.

Abstract
The aim of the author is to contribute to the problem of applying a systematic approach and to propose full account of risks in the processes of national institution reforms as a part of the solution. The article proposes a functional diagram showing the structure of the system of public regulation of the economic institute. Based on the analysis of literature, it shows that the structure blocks of the scheme may be interpreted as localization of institutional risks. This interpretation provides us with (1) a general definition of institutional risks, including special cases of many well-known definitions; (2) classified institutional risks according to their lo cal destination in the regulatory system; (3) identified the cause-and-effect relationship among emerging classification groups.

Discusses the use of environmental insurance in the implementation of projects of liquidation of accumulated environmental damage. In conditions of limited budgetary financing sources for the implementation of environmental projects and development of an effective risk management system are encouraged to use the tools of environmental insurance. To encourage project participants of liquidation of accumulated environmental damage in article the scheme of investment based on environmental insurance, that involves the participation of all stakeholders and helps to ensure the effectiveness of the process of encouraging investors in the implementation of environmental and social projects

Abstract
And constraints that society must control. Universities are non-commercial organizations, which are characterized by high resource dependence and the need for strong ties with their holders. It is established that since the university attracts as the main resource, possesses as capabilities and realizes in the external environment knowledge in various forms as competencies, it must also be a participant in creating special economic relations in the society with respect to this economic good. It is shown that education refers to the so-called meritorial benefits guarded by the state, the importance of which will increase, as they directly influence the formation of one of the main factors of the knowledge economy - human capital. Based on the results of the analysis of the structure and features of the resources attracted by higher education institutions, and also claimed in the knowledge-based economy, the following conclusion has been made: the necessary condition for the modernization of high school is the development of their abilities to manage knowledge (both in the internal and external environment of the organization), relations with stakeholders and manage organizational changes.

Abstract
The research is devoted to improving the efficiency of management at the corporate level with the position of the controlling subsystem. Proposed and proved the hypothesis about the absence in modern Russia (on the example of the oil and gas sector of the national economy) a strong direct dependence of the level of remuneration of management the effective management of the company. The effect of this situation is the low degree of motivation management in the effective management of commercial organizations controlled by the state. According to the authors, change can be achieved through the development and implementation of methodology for determining the economically justified remuneration of the management of state-owned companies. The process of development and application of appropriate methodology is carried out in several successive stages: 1) a system of private key performance indicators (KPI). If necessary, is the normalization of their values; 2) the method of expert estimates are determined by weighting factors to corporate KPI; 3) based on the calculation of the integral of the (generalized) indicator of efficiency of activities of an economic entity carried out a quantitative assessment of management efficiency state-owned company; 4) produced a clustering of economic entities depending on the level of management effectiveness based on the qualitative interpretation of the results of previously conducted quantitative evaluations; 5) use of economic-mathematical modeling (game theory) developed progressive scale: the integral of the (generalized) indicator of the efficiency of state-owned companies-the level of bonuses of the management of the business entity and 6) calculated economically justified amount of bonus payments to management of state-owned companies. The development of a progressive scale is a “core” techniques (playing the key role), because, on the one hand, aims to provide “interest” of top managers in the effective management of the state company, and on the other hand support an efficient (rational) use of Fund their bonuses.

Abstract
In the article, there is given assessment to the integration and disintegration tendencies in different stages of formation and development of CIS. Analyzed regional associations in the CIS - free trade Area (FTA), Customs Union, the Union of Belarus and Russia, Eurasian economic community (EurAsEC), GUAM, Central Asian cooperation (CACO). Special attention is paid to the more successful integration project of CIS - Eurasian economic community, which comprise of Russia, Belorussia, Kazakhstan, Armenia and Kyrgyzstan. Disclosing its features of functioning in conditions of macroeconomic pressures related to strengthening anti-Russian positions in the West. Justified directions to overcome global challenges and internal contradictions of Eurasian economic community and its forms and mechanisms of economic integration. Furthermore, ways of creating similar mechanisms for economic regulations, conducting the consensual taxing, monetary, credit, financial, trade and custom policy.
