ACTUAL PROBLEMS OF ECONOMICS

Abstract
The author analyses the fundamental issues of the crisis of economic science and develops a new scientific paradigm that can explain many anomalous facts, which do not fit the «mainstream» of economic thought. The reasons for the inability of the latter to explain the observed crises and processes of modern economic development rooted in the inadequacy of the basic assumptions of neoclassical economic theory are revealed. Its (neoclassical economic theory) concentration on the study of the position of market equilibrium, which is never achieved in the real economy, leads to scholastic interpretations of the processes of distribution of the public product. These interpretations are degenerated in the apology of the existing order of regulation of the economy. The proposed new approach is focused on the study of issues of economic development, and the changes in the economic system are the main subject of the analysis. The author pays attention to the fact that the dynamics of these changes in general case is nonlinear, nonequilibrium and uncertain. The patterns of economic dynamics due to the features of scientific-technical progress, technological life cycles and global economic structures, mechanisms of formation of technological trajectories and industrial cycles are revealed. The development of the modern economic system is represented as a movement from one attractor to another, which is never reached due to continuous emerging of innovations creating the new attractors. A new scientific paradigm explains the reasons for periodically occurring economic crises interrupting the process of economic growth, reveals the patterns of the latter, provides some justification for recommendations of successful economic policy.

Abstract
The article covers the issues of economic interpretation of optimizing tasks concerning the quality economics. Mathematical models presented; the economic essence of criterion function and restrictions for a direct and dual problem of quality optimization is revealed. Theoretical conclusions for development of the economics for quality performed. Areas of practical application of methods and tools of economics for quality revealed.

Abstract
The article investigates a mechanism of emerging the dominant logic of the company’s development and interpretation of strategic information by mean of cognitive mapping of the attitudes of top and middle managers of a large Russian company. Research outcome indicates that dominant logic originates in the shared mental model of the top management and then it transfers to the middle managers. The data indicate the greater practicality and complexity of the middle management shared mental model. Management at both levels pays more attention to external strategic issues rather than to the internal factors. The research results promote to better understanding of the role of top and middle management in shaping the dominant logic of the company’s development, as well as they contribute to the systemic management and the resource-based view.

Abstract
The article presents the results of a critical analysis of a new theory of economic systems, developed by G.B. Kleiner. The aim of such critical analysis is to identify the directions of the development of the theory. The characteristic of the heuristic potential of the main methodological provisions of the analyzed concept is given. The problems, the solution of which is beyond the scope of the theory of economic systems of G.B. Kleiner are identified and the author’s version of typology of socio-economic systems aimed at a solution of these problems is proposed. It is accentuated the attention to the similarities and differences of recommendations for economic policy, followed from the two versions of the systematization of economic systems - the model proposed by G.B. Kleiner and the model developed by the authors.

Abstract
Almost a decade of the experience of a «catch-up» nanoindustrialization of the Russian economy faced with the crisis, slowdown in the economic growth and its absolute decline, technological opposition of competitors, introduction of external sanctions and opportunism of partners deserves a thorough scientific analysis and an evaluation of the achieved results, as well as the study of the prospects of the Russian nanoindustry development. In this respect, a comparative study of the dynamics of the object structure, volume and trends of the world and Russian market for nanotechnology products, actual problems of basic Russian and foreign databases of the nanoindustry’s intellectual and final goods is carried out in the article. The authors made an attempt to assess the contradictory influence of internal and external factors on the development of Russian nanoindustry and to draw some general conclusions on the state, potential and trends of the national nanoindustry development in a global context.

Abstract
The authors discuss the theoretical background and practical directions of development and realization of transit-transport potential (TTP) based on the application of the institute of public-private partnership (PPP) that should be considered in the broadest sense as all the other possible ways of interaction between government and business. Proven to enhance and the effective use of revenues from exports of transport and transit services requires the creation of a large public-private transport company, able to compete with the global Maritime container services on the route Asia - Europe.

In frame of creation of legislation basis for Russian natural monopoly (NM) there is represented discussion issue on interconnection of two Federal law (FL): FL on NM and FL on competition defense. Abstract
The article reveals the peculiarities of system-synergistic model of enterprise management in market economy. The possibilities of synergistic approach application in the study of economic systems are shown. The theoretical analysis of complex dynamic systems identified the basic rules that are to be taken into consideration while examining the enterprise as a system in which the processes of self-organization exist. Here presented a generalized dynamic model of an enterprise in market environment. It is carried out the analysis of the established condition of the enterprise as a system and the stability of its stationary state.

Abstract
The author approaches to the identification and description of intellectual capital of the organization using the categorical model «Finite information flow». Intellectual capital is presented in the form of an information system that reflects its changes as acquisition of new qualitative characteristics. Description of intellectual capital using the logical level, logical limit, and transform-ability parameters, allowed creating an evolution model of intellectual capital. It provides the formation of intellectual capital, considering the identified sequence of development stages and usage to ensure the transition to a knowledge-based economy.
