ACTUAL PROBLEMS OF ECONOMICS
The article shows that in order to create and strengthen the technological and, in general, economic sovereignty of the country in the conditions of the mobilization invariant of its development, an expanded order of cooperation with open access to rare resources and institutions is required that ensure a high level of mobilization of the creative and labor energy of each individual for the purpose of expanded reproduction, first of all, of tacit knowledge as a critical basis for large-scale and radical innovations. An integral element of the research methodology is the systems paradigm, within the framework of which the creative potential of the G.B. Kleiner tetrad (the unity of the subsystems of the project, object, environment and process) is used as the basis for a systemic analysis of the order of cooperation, considered as a specific spatio-temporal continuum, containing the integrity of internal and external, subjective and objective interdisciplinary conditions and factors of the dynamics of individual and other behavioral strategies implemented within the framework of certain institutions. Based on the proven relationship between the crisis and life cycles, as well as the role functions of certain subsystems, in relation to the order of cooperation operating in the modern domestic economy, its systems analysis allowed the creation of an analytical matrix, reflecting various investment strategies in the process of transformation, primarily institutional inelasticities as a form of this order. The main result of the study is the conclusion about the priority investment in the expanded reproduction of institutional innovations in the conditions of the crisis phase of the development of the domestic order of cooperation. The first level of these investments should ensure a qualitative update of the “rules about rules” (the constitution of basic forms of ownership: private, and common), which will ensure a way out of the “institutional trap” by overcoming the integrity of “bad” political and economic institutions. The second level of institutional investments, as a function of the effectiveness of the first level, will make it possible to significantly update the “rules of the game”, primarily in the area of ensuring sustainable protection of property rights. The critical role of the national elite in the implementation of these institutional innovations and, consequently, the formation of a mobilization, specifically an expanded order of cooperation as the basis for the technological and, in general, civilizational sovereignty of the country is demonstrated.
The article researches mechanisms of enterprise strategy change in modern economic turbulence. The research aims to specify and systematize the process of transition between previous and new enterprise strategies based on analysis of theoretical aspects of strategy content and practical approaches to implementing long-term development processes in domestic companies. The research prompts by empirical observation that most Russian enterprises regularly revise their strategies, either adjusting them or terminating them prematurely. Such changes can be both evolutionary and radical, with significant differences between new and previous goals. Analysis of 210 strategic planning documents from 114 Russian companies identifies key characteristics and typology of processes of transition from previous to new strategy. The research methodology bases on structural approach to analyzing strategy as combination of target indicators and methods of achieving them. The study classifies strategy transitions according to degree of updating goals and implementation tools. The author substantiates need to revise traditional understanding of strategy from set of specific target settings to conceptual formation of enterprise’s character as basis of its behavior in competitive market. Key conditions for successful transition to new strategy are formulated: planned implementation mode, sequential implementation under favorable conditions, permissibility of non-critical changes when necessary, focus on long-term development as opposed to immediate gain. The practical significance of research lies in development of recommendations for optimizing strategy change process, particularly relevant for enterprises operating in conditions of high uncertainty. Research results can be used in strategic management practice and in development of corporate strategies.
ECONOMICAL POLICY AND ECONOMICAL PRACTICE
The subject of this article is the economic relations of investment activity subjects that have been formed during the implementation of state-funded investment projects. The objects of research are representatives of contracting organizations that are part of the subjects of such relations, on the one hand, who have the opportunity to extract super profits through unjustified enrichment, and on the other hand, who risk losing their business due to the lack of stability of orders in the process of competing with other participants in public procurement, which is not always fair. The hypothesis of a systematic study of this contradiction determines that the key condition for the unjustified enrichment of the beneficiaries of contracting organizations is the permanent gap between government rates and market prices for construction and installation work. The study revealed two, on the one hand, self-sufficient, on the other hand, interrelated factors that generate pricing problems: information asymmetry in the market of investment goods in the public procurement segment and the paradoxical behavior of economic agents in the context of attempts to make pricing processes transparent. As a result of the experiment, it was revealed that the unification of price parameters and increasing their openness are not supported by contractors. Standard economic models that assume that rational actors maximize utility and respond to economic incentives do not explain this phenomenon. At the same time, contractors report that transparent pricing will reduce their profitability, but they are interested in “market regulation,” and this contradiction indicates that psychological mechanisms, rather than economic rationality, drive their decisions. The purpose of this study is to form scientifically sound proposals for improving the pricing system in the market of investment goods, taking into account the psychological aspects of the rational behavior of economic agents. The research is of applied importance for the development and implementation of digital tools in order to increase transparency in the market. The scope of the research is the state investment policy.
Given the current structural transformation of the Russian economy, research into small and medium enterprise’s (SME) incentives is particularly relevant and has significant scientific and practical significance. This study aims to interpret the experience of state organized support for SMEs, identify the most effective state incentive practices, and substantiate organizational and legal formats for improving the use of SME development tools in the Russian Federation. Research methods include comprehensive, statistical, and comparative scientific analysis, as well as retrospective content analysis. The methodological basis of the study is formed by the conceptual and theoretical postulates of institutional economics, in the part concerning public management of economic processes. The article information base is formed by the results of scientific research concerning the analysis of institutional, organizational, and economic mechanisms for stimulating business activity of small and medium enterprises, taking into account various scenarios, legislative and regulatory legal acts establishing formats for providing state support, statistical data, and international practices for organizing SME incentives. The authors developed a concept for a digital platform (digital designer) for SME incentive tools, taking into account various scenario conditions. This platform integrates data on entrepreneurs, regional economic parameters, available support measures, and their implementation outcomes, as well as recommendation algorithms that enable the automated creation of personalized sets of measures for specific SMEs. The implementation of such mechanism allows for a transition from a mechanistic expansion of measures to a targeted support configuration that enhances its effectiveness given limited resources and changing external conditions. The results of the study contribute to improving the effectiveness of existing SME support tools in the Russian Federation.
Hydropower is one of the most conservative areas in the domestic energy industry. Since the first half of the 20th century, the construction of large hydroelectric power plants has been closely linked to sustainable socio-economic territorial development, forming the energy basis for providing electricity to both industrial enterprises and the population. However, at the moment, the industry is experiencing transition from stagnation to decline. The lack of requests for the commissioning of new hydroelectric power plants within the framework of guaranteed return on investment mechanisms in order to cover shortages of electric energy and capacity caused by the long duration of their construction and high price parameters give rise to dequalification in many industry areas. Along with other problems relevant to both large and small hydroelectric power plants, the pace of development of hydrogenation in Russia significantly decreased over the past 30 years. At the same time, construction has not begun on any of the large hydroelectric power plants projects planned at the time of writing, as outlined in the General Layout of Electric Power Facilities until 2042. This article will propose a number of mechanisms that can have a positive effect on the development of hydroelectric power plants, contributing to increasing the attractiveness of the industry for both investors and the state. The main proposed measures are co-financing the preparation of the reservoir bed by the state and conducting technologically neutral selections for the construction of new capacities, taking into account the construction time of large hydroelectric power plants. Without such stimulating measures, the school of hydropower construction in Russia will continue to undergo negative transformations.
In modern practice, regions are viewed as an ecosystem encompassing a set of necessary conditions for highly effective economic and scientific-technological interaction. The concepts of learning economies and innovative environments present clusters as a platform for knowledge and information exchange between manufacturing enterprises, universities, and research centers. Globally, such concepts define the development strategies of most competitive corporations, enhancing the competitive potential of states. The aim of the article is to study some aspects of the formation of cluster structures in the agro-industrial complex (AIC), acting as factors in increasing the competitiveness of regions. The object of the study is regional cluster structures. The methodological basis for the study on this issue were scientific works and recommendations of domestic and foreign scientists, developments of research institutions, the regulatory framework in the field of cooperation and integration of business entities, information resources of the Internet. In this study, a variety of scientific methods and techniques were used: monographic, systemic, comparative analysis, abstract-logical, economic forecasting and normative. As a result of generalization and systematization of existing approaches to the competitiveness of regional cluster structures, positive and negative factors influencing the process under study were identified. The main components contributing to the increase in the competitiveness of regional cluster structures were determined. They were intended to become a fundamental form of production process management by ensuring the closest connection and cooperation of organizations in comparison with other forms of production relations. The research helped refine and expand modern approaches to defining the key components that ensure coordination and networking among entities at all levels when forming cluster structures. The findings of this study can be used by executive authorities and businesses to make effective decisions aimed at creating and developing regional cluster structures.
In recent years, special economic zones became one of the most effective tools for the development of territories: preferential taxation, affordable loans and consulting services, and well-prepared infrastructure attract entrepreneurs and investors. Due to the concentration of enterprises in a certain geographical location, it is possible to create adjacent production chains, which reduces logistical costs. With the advent of new jobs, regional labor markets are also reviving. In general, there is a positive impact of special economic zones on the socio-economic indicators of the regions. Studying the dynamics of indicators of the development of special economic zones is relevant and necessary to improve the management system of such territories and obtain the maximum possible results of their activities for society and the country. The objectives of the study are to identify the features of the development of special economic zones of the Volga Federal District based on a comparison of the achieved performance indicators with the planned ones. Objectives: to study the experience of the development of the special economic zones of the Volga Federal District; to analyze changes in indicators and the role of these zones in overall performance. The article contains the results of activities for the period from 2022 to 2024 based on data from the official reports of the Ministry of Economic Development of the Russian Federation, statements by the heads of the Volga Federal District SEZs and publications in the media. Statistical analysis of economic data, comparative analysis, ranking, and graphical method, correlation analysis was used to conduct the study. The author came to the conclusion that the SEZs the Volga Federal District are developing unevenly. Some of the regions where SEZs were operating for the longer time are more successful in attracting residents due to the already developed industrial infrastructure, transport accessibility, and the ability to build chains adjacent to existing residents. Equally important is the experience of the heads of the Region and the SEZs management companies in helping current and future residents to provide them with human resources, solve bureaucratic and legal issues.
With rising interest rates and an accelerated rise in housing prices, the problem of mortgage lending availability is becoming particularly relevant. For the city of Sevastopol, where the real estate market is developing under the influence of resort and investment demand, limited land resources and high migration activity, a decrease in mortgage availability is becoming a factor constraining the socio-economic development of the region. The purpose of the study is to identify and quantify the factors influencing the low availability of mortgage loans in Sevastopol in 2020–2024. Materials and methods: the information base is based on the official statistics from Rosstat, the Bank of Russia, and DOM.RF, EMISS, and Rosreestr. To ensure the completeness and reliability of the analysis, the work used indicators reflecting key trends in the development of the mortgage market and the income level of the population. The methodological framework of the research includes comparative and structural-dynamic analysis, as well as correlation and regression modeling. To assess accessibility, the debt burden indicator (PD) was used, reflecting the ratio of the average monthly mortgage payment and the average per capita income of the population. Results. It was established that in 2020–2024 the average cost per 1 sq. m of housing in Sevastopol had more than doubled. The mortgage interest rate on new buildings increased 2.5 times, while household incomes increased by only 64%. The debt burden indicator increased from 49 to 133%, which indicates deterioration in mortgage availability. The regression model confirmed the determining influence of the interest rate (b = 4,44; R2 = 0,996). Conclusions: the results indicate the key role of interest rate policy and price factors in reducing mortgage affordability. To stabilize the situation, it is proposed to implement a set of measures, including improving preferential programs, developing housing construction and supporting borrowers with low and medium incomes. These measures will help reduce the debt burden and increase the stability of the housing market in the region.
PHILOSOPHY OF ECONOMICS
Understanding the prospects for industrial development is a central theme in economics, explored by scholars within the context of technological, value-based, production, and institutional changes. In our view, however, all of these are reflections of a more global trajectory: the evolution of social consciousness, which determines the overall vector of industrial development. The theoretical foundation of this study draws on the key tenets of historical materialism, the technological paradigms, the concepts of industrial and post-industrial society, the theory of noonomics, systemic and sociocultural economics, as well as philosophical, behavioral, and managerial ideas concerning the evolution of humanity, its consciousness, potential, and needs. Based on general scientific methods of inquiry (analysis and synthesis), we formulated an original classification of industrial development stages and defined the evolution of its content in the context of changes in the dominant qualities of social consciousness. We proposed assessing the ongoing transformational shifts using the NHD-Index, which accounts for changes in the material, technological, social, and value foundations of society. Its current value suggests that preconditions are now emerging for a new stage of civilizational development based on digital production and creative industry, driving a qualitative transformation of the noosphere through the holistic crystallization of human potential. The practical significance of the study lies in identifying the key fundamental trends and conditions for the further evolution of industry, expressed in the harmonization of technological progress, socio-economic growth, and creative self-realization. This work may be of interest to academic community, as well as ministries and agencies engaged in research on industrial policy formation at the federal and regional levels.
INFORMATIONAL TECHNOLOGIES IN ECONOMICS
The purpose of the research is to develop a concept for a digital public finance management platform in Russia that takes into account functionality of modern digital technologies and practice of organizing the budget process within the framework of the state integrated information system “Electronic Budget”. The main methods used in this article include statistical analysis methods (comparative analysis, moving average method, estimation of absolute growth and loss, specific values), content analysis of scientific literature and general scientific methods of analysis and synthesis. In order to visualize the concept of a unified digital platform for public finance, the flowchart construction method was applied. The main results of the study include: 1) substantiation of the need for a “seamless” integration link between the federal and regional segments of electronic budgets based on “GosTech platform”; 2) identification of a list of promising areas for the practical implementation of digital services and applications in public finance management; 3) developing a scheme of information interaction within the digital platform of public finance in Russia. The paper concludes that the development and scaling of the digital tools of public finance in Russia in the context of sanctions restrictions is becoming a factor that strengthens the financial and digital sovereignty of the country. Horizontal and vertical digital inequality in public finance management hinders the processes of digital transformation necessary for the transition to the new version of the Electronic budget 2.0 as part of active technological development of the budget process. The current inconsistency in application of the software-targeted approach necessitates continuous coordination in the development, implementation and operation of software IT solutions based on a single software and hardware.
HISTORY OF ECONOMICS
120th anniversary of the famous domestic Academician V.A. Trapeznikov actualizes the features of his scientific search with commitment to statistical teaching in the study of economic systems’ behavior, which became a prologue to his entropy-informational paradigm of analyzing the effect of their functioning. The entrenched determinism in economics, which dominated the formalization of its classical problems, gave a way to a probabilistic interpretation of the dependence of this effect on the factors it is influencing. It makes possible to identify and interpret the inherent patterns of behavior and dynamics of uncertainty indicators, organization, and effect of industrial systems in the symbiosis of natural sciences and economics. The aim of the present study is to increase knowledge about the statistical nature of the functioning of the industrial system; it is displayed by its entropy, information, and economic processes. According to V.A. Trapeznikov’s statistical control paradigm, the article presents its applications in the analysis of Verhulst and Redenur’s logistic models, the construction of a logarithmic model incorporating indicators of information control, disorder, and a given level of system control perfection (according to V.A. Trapeznikov). The obtained condition for the stability of this level in relation to the industrial system with the interpretation of the exponential growth of the input control information is discussed. The level of knowledge of the economic system according to V.A. Trapeznikov, its definition and calculation based on the material of industrial enterprise is characterized. Within the framework of the statistical control paradigm, the article introduces an assessment of the level of control system imperfection of an industrial system, provides a description and interpretation of the developed models of its relationship with disorder and the amount of control information, and with the entropy measure of the system’s functioning in its initial and current states. The areas of ongoing convergent studies on the entropy-informational nature of economic processes are noted.
SCIENCE LIFE CHRONICLE
The article provides an overview of the XXVII Russian Symposium “Strategic Planning and Development of Enterprises”, held on April 14–15, 2026, at the Central Economics and Mathematics Institute of the Russian Academy of Sciences (CEMI RAS). The main topics of the plenary and parallel sessions, focused on theoretical and applied issues of strategic planning at macro-, meso-, and microeconomic levels have been examined. Particular attention has been paid to the development of a unified theory of the firm, to the role of subjective knowledge in strategic decision-making, to modeling and forecasting of high-tech markets, and to the impact of sanctions and geopolitical instability on the development of Russian enterprises. The discussions on the prospects for integrating artificial intelligence into current business processes, the risks of an “AI bubble,” and the factors limiting the practical application of generative technologies have been examined in this paper. The approaches to studying cooperation among competing firms, corporate cultural codes, digital platforms and socioeconomic ecosystems have been presented. The challenges of operational efficiency, institutional self-organization in business, skilled labor shortages, and enterprise adaptation to structural changes have also been highlighted. The importance of economic and mathematical modeling, dynamic game theory and production functions for analyzing industry markets and forecasting economic growth have been demonstrated. It has been concluded that the symposium provided an interdisciplinary discussion of current issues on strategic development and facilitated the exchange of theoretical insights, empirical findings and later practical experience.
