Данные предпочтения исследуются для предпринимательского сектора в целом. В качестве наиболее важных для бизнеса внешних источников ИиР принимаются сектор высшего образования и правительственный сектор. Предпочтения бизнеса в использовании собственных или внешних источников ИиР описываются с помощью эффектов комплементарности и замещения. В качестве меры изменений предпочтений бизнеса предлагается использовать сдвиги к преимущественному инвестированию предпринимательским сектором одного из данных источников ИиР. Комплементарность и замещение в использовании бизнесом источников ИиР исследуются для ряда стран, объединенных в две группы. Первая представляет собой европейские страны, занимающие лидирующие, средние и аутсайдерские позиции с точки зрения инновационного развития. Вторая группа, сформированная по такому же принципу, состоит из ряда стран БРИКС. В качестве лидера, задающего технологическую границу для БРИКС, во вторую группу включена Южная Корея. Возникновение эффектов анализируется с позиции действия факторов, называемых в работе первичными. К ним относятся: общая экономическая ситуация в стране; предпринимательская среда; прохождение страной определенной стадии технологического развития; государственная инновационная политика. Последнему фактору в работе уделяется особое внимание.</p></abstract><trans-abstract xml:lang="en"><p>The paper proposes macro analysis of business preferences for using internal and external sources of research and development. These preferences are investigated for the business sector as a whole. The higher education and government sectors are taken as the most important external sources for business research and development (R&amp;D). The actions of the business sector are considered in terms of choice of the composition of investment in its research and acquisition of external knowledge. This choice may have dynamic effects of substitution or complementarity. The paper introduces four primary factors that influence the behavior of business sector. That is the main subject of the study. These factors are: a stage of country’s development and economic situation, business conditions, efficacy and dimensions of impact of public policies on R&amp;D. The work carries out cross-country comparisons of complementarity and substitution effects in the use of business R&amp;D sources as well as the shifts in business preferences.
