В статье представлен процесс глобализации, т.е. «увеличения взаимозависимости между странами» путем наложения отдельных элементов усиления взаимной зависимости стран на протяжении последних нескольких тысяч лет. Выделяется четыре последовательно накладывавшиеся одна на другую волны глобализации – торговая, финансовая, промышленная и инновационная. Указаны основные черты инновационной глобализации: 1) повышение степени интернационализации исследований в естественных и технических науках; 2) перенос крупными международными корпорациями за рубеж подразделений исследований и разработок; 3) активная скупка перспективных технологий и прототипов новых продуктов и процессов их производства вместе с их носителями, т.е. покупка компаний, создавших прототипы перспективных продуктов или технологий (стартапов); 4) растущий поток «обратных инноваций», когда инновации создаются в зарубежных производственных подразделениях международных корпораций, часто при реализации совместных проектов с другими фирмами. Указано, что все данные явления наблюдаются в России. Приводятся рекомендации в области стратегий промышленных корпораций по активному вовлечению России в глобальные инновационные процессы: 1) участие российских фирм в создании новых промышленных предприятий в развитых странах в сотрудничестве с местными корпорациями; 2) покупка отечественных и зарубежных стартапов, разработавших наиболее перспективные технологии в отдельных текущих или перспективных сферах деятельности; 3) расширение круга работников, знакомых с самыми передовыми практиками производства; 4) предоставление в аренду по привлекательным ставкам производственных и конторских площадей зарубежному предприятию, которое владеет передовыми технологиями и формами организации производства в перспективных сферах деятельности; 5) контрактное проектирование и контрактное производство – проектирование изделий или их элементов международными инжиниринговыми компаниями и размещение заказов на ключевые элементы (детали) на предприятиях зарубежных производителей. Делается вывод о том, что эти и иные меры способны перевести российское предприятие из объекта в активного субъекта новой волны глобализации.

The article presents the process of globalization, i.e. “the growing interdependence between nations” as a superposition of particular elements of mutual dependence of nations over the past several thousand years. Four waves of globalization, following one another, namely – trade, financial, industrial and innovation globalization are presented. The main features of innovation globalization are indicated: 1) increasing the degree of research internationalization in the natural and technical sciences, 2) transfer abroad of research and development units by the large international corporations, 3) active purchase of promising technologies and prototypes of new products and processes for their production together with their developers, that is, the purchase of companies that have created prototypes of promising products or technologies (startups); 4) a growing stream of “reverse innovations” – when innovations are created in foreign manufacturing units of multinational corporations, often while implementing joint projects with other firms. It is indicated that all these phenomena are observed in Russia. Recommendations are given in the field of strategies of industrial corporations on the more active involvement of Russia in global innovation processes: 1) the participation of the Russian firms in creation of new industrial enterprises in the developed countries in cooperation with local companies; 2) the purchase of domestic and foreign startups that have developed the most promising technologies in the new areas; 3) expanding the circle of employees familiar with the most advanced production practices; 4) leasing at attractive rates of production and office space to foreign enterprises that own advanced technologies and forms of organization; 5) contract design and contract manufacturing abroad. It is concluded that these and other measures are capable of transferring Russian enterprises from an object to an active subject of the new wave of globalization.
